I have recently found that the order of the interfaces are created depending on the networking that is configured in vsphere (not quite figured out how yet, but it can give you issues). The DSVAs hav 3 interfaces, eth0 should always be the management interface, if this is not the case this can cause errors similar to what you are having. Check the order of the interfaces in the vm settings and go from there.
There is a comment on this in the install guide for version 9.0 on Trend's download site (top of page 49) http://files.trendmicro.com/documentation/guides/deep_security/Deep_Security_9_SP1_Install_Guide_EN.pdf
Also, I have found Deep Security to be quite time sensitive - if some of the components are out of sync this can kick up all sorts of issues. Take a look the the console of the virtual appliances (log on dsva/dsva) and check the time zone and the system time. Boot to the BIOS if you can't change the system time in the console. If the appliances are not synced this gives all sorts of random issues.
This probably wont resolve the above, but worth pointing it out.
